<p><P>PROBLEM TO BE SOLVED: To provide an underlay material which imparts elasticity to a road without deteriorating the advantage of an interlocking block pavement, a pedestrian road, and to provide a method for manufacturing the underlay material. <P>SOLUTION: The underlay material 20 for an interlocking block 30 for being laid on the pedestrian road 1 includes paving sand, and elastic resin granules which are mixed into the paving sand so that a mixing ratio can be in the range of 30-80 wt.%. Since the mixing ratio of the paving sand is set at 30 wt.% or more in this way, the sufficient elasticity can be imparted to the pedestrian road 1 using the underlay material 20; and for example, a burden on a runner's knees can be reduced. Meanwhile, since the mixing ratio of the paving sand is set at 80 wt.% or less, joint sand does not get in under the interlocking block 30 in the pedestrian road 1 using the underlay material 20; and a load on the interlocking block 30 can be dispersed.
