PROBLEM TO BE SOLVED: To achieve an electromagnetic flow meter capable of inexpensively and easily applying lining while holding an anchor effect to the lining and capable of applying lining without peeling even for a measurement tube of a small diameter. SOLUTION: In the electromagnetic flow meter including a liner applied to an inner circumferential surface of the measurement tube, the electromagnetic flow meter includes: a heat-resistant fiber cloth sheet attached onto the inner circumferential surface of the measurement tube; and the liner provided to cover the heat-resistant fiber cloth sheet and the inner circumferential surface of the measurement tube.
