PROBLEM TO BE SOLVED: To provide a method of producing a steel plate pair wherein a nonmagnetic layer is formed as desired using a steel material having an insulating film on both sides while shortening the time required for processing, and also to provide a laminated steel plate, and a method of manufacturing the core of a rotary electric machine. SOLUTION: The method of producing a steel plate pair 10 includes: a step (S20) for removing a part of the insulating films 21 and 31 of the steel plates 20 and 30; a step (S30) for forming recesses 22 and 32 on one surface side of the film removing portions 23 and 33 of the steel plates where the insulating film is removed at the removing step; an addition step (S40) for inserting a reforming metal 40a into the recess 32 of the steel plate 30; a step (S50) for superimposing the steel plate 20 over the steel plate 30 into which the reforming metal 40a is inserted at the addition step so that the recesses face each other; and a step (S60) for reforming the steel plates and a nonmagnetic alloy by pressure energizing of the steel plates 20, 30 stacked at the superposing step from the film removing portions 23 and 33 thus forming a nonmagnetic alloy layer 40.
