The present invention relates to a tension dispersion-type complex anchor with a removable tension member, in which a permanent anchor located in a bonded length area and a load dispersion type removable anchor located in a free length area are separable and combinable to obtain the tension force required for the permanent anchor and to thereby ensure a permanent anchor force, and in which the anchor in the free length area can be simply removed, and the allowable anchor force can be adjusted in accordance with soil conditions in various fields. The present invention also relates to a method for constructing same. The present invention provides a tension dispersion-type complex anchor body comprising: a tension member arranged in a free length area to provide tension force; an anchor-bonding body in which a wedge assembly is installed to hold a front end of the tension member; connection means having one side on which the anchor-bonding body is mounted; a grip sleeve coupled to the other side of the connection means; and a permanent anchor fitted and fixed at the grip sleeve to exert the allowable anchor force in a bonded length area.
