PROBLEM TO BE SOLVED: To provide an image forming apparatus that suppresses uneven surface potential in an electrophotographic photoreceptor. SOLUTION: The image forming apparatus includes an electrophotographic photoreceptor. The electrophotographic photoreceptor includes: a substrate; a photosensitive layer; and a protective layer having a first region containing oxygen and gallium and present in an outer circumference surface side and a second region present closer than the first region to the substrate and having a larger atomic ratio of [oxygen/gallium] than in the first region. The apparatus further includes, in the periphery of the photoreceptor: a charging means charging the surface of the electrophotographic photoreceptor and having a coating layer which includes carbon atoms and has a sp<SP>3</SP>structure by the carbon atoms; a latent image forming means forming an electrostatic latent image by exposing the surface of the electrophotographic photoreceptor charged by the charging means; a developing means storing a developer containing a toner and developing an electrostatic latent image formed on the electrophotographic photoreceptor with the developer to form a toner image; and a transfer means transferring the toner image formed on the electrophotographic photoreceptor onto a recording medium.
