PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method capable of controlling the discharge speed of liquid droplets and forming images in a short period of time as soon as possible. SOLUTION: The image forming device is used for forming the images which are expressed in gradation by controlling sizes of ink liquid droplets discharged from nozzles by controlling drive waveforms of voltages applied to a plurality of the nozzles based on a command of a job for forming the images, and includes a predicting means for predicting a temperature rise of the ink liquid droplets in the job for forming the images prior to executing the job, a selecting means for selecting switching patterns for switching the drive waveform of the voltage applied to the nozzle corresponding to the temperature rise of the predicted liquid droplet every predetermined time, and a control means for switching the drive waveform of the voltage applied to the nozzle every predetermined time when executing the job by the selected switching pattern.
