PROBLEM TO BE SOLVED: To solve the problem wherein freezing and existence or the absence of field missing, caused by missing of a field and/or a frame of a video signal cannot be recognized visually. SOLUTION: An input video signal of a moving image having a continuous field and/or frame structure is inputted to an input terminal 1 from a host device. An identification pattern generator 4 generates an identification pattern that deforms in each field or frame, and circulates in the cycle of a predetermined number of fields or frames. A multiplexer 5 multiplexes the identification pattern to the input video signal. An encoder 6 encodes a multiplexed transmission video signal and outputs encoded data. A decoder 10 decodes the reception encoded data inputted from a transmission path, and outputs a decoded output video signal from the an output terminal 11 to a host device.
