PROBLEM TO BE SOLVED: To suppress increase in processing load in deciding whether to store an individual history, as much as possible. SOLUTION: A start-up application monitoring part 1004 decides whether a start-up application table is changed or not, and decides whether identification information described in a target application table is included in the start-up application table when the change is determined. When no identification information described in the target application table is included in the start-up application table, the start-up application monitoring part 1004 completely closes a primary filter part 1002. When deciding that any of the identification information described in the target application table is included in the start-up application table, the start-up application monitoring part 1004 completely opens the primary filter part 1002.
