PURPOSE: A remote management system based on a smart card and method thereof are provided to apply a new management command about a MIDlet application which is executed on an application framework. CONSTITUTION: A remote management server(100) forms a communication session with a SCWS(Smart Card Web Server) of a smart card(300). The remote management server transmits the remote control message to the SCWS through the session. A user terminal(200) relays the session formation between the remote management server and the smart card. If the remote control message includes the identification information for application management, the smart card web server processes the application managing command.
