PURPOSE: A method and an apparatus for estimating time difference of arrival and frequency difference of arrival are provided to easily implement a tracking device while accurately estimating arrival time and arrival frequency. CONSTITUTION: In a method and an apparatus for estimating time difference of arrival and frequency difference, a first detection unit(220) extracts an arrival time difference by applying a cross ambiguity function having a first window time length to the first sample column of a first copy signal and the first sample column of a second copy signal. A second detection unit(230) extract an arrival frequency difference by applying a cross ambiguity function having a second window time length to the second sample column of a first copy signal and the second sample column of a second copy signal.
