PURPOSE: An image compression apparatus and a method thereof capable of performing the normal compression are provided to previously prevent error generated in a compression module and to perform the normal compression. CONSTITUTION: A compression module(30) compresses an image signal which is inputted from the outside. The compression module transmits a compression image to a current Internet network(40). A pre-processor(20) detects image variation by comparing the image of a previous frame and the image of a current frame. The pre-processor compares the transmission rate of the internet network with the detected image variation.
