PURPOSE: A seedling pot installing space producing apparatus of a vegetation base material, and producing method thereof are provided to minimize the damage of a mesh body, and to rapidly install a seedling pot. CONSTITUTION: A seedling pot installing space producing apparatus comprises the following: a drilling member(42) installed on the vertical direction to the portion for inserting a vegetation base material, including a cone shaped screw; a screw rotating device(50) supporting and rotating the drilling member; a screw moving device(60) moving the screw rotating device to forward and backward; a tube expanding member(72) with a blade formed on the end for expanding a port hole formed on the vegetation base material by the drilling member; and a tube expanding/rotating device(80) supporting and rotating the tube expanding member.
