PURPOSE: An apparatus for forming a domed underground concrete structure and a construction method using the same are provided to achieve excellent durability and waterproofing performance of a domed underground concrete structure by preventing discontinuous faces. CONSTITUTION: An apparatus for forming a domed underground concrete structure comprises vertical supports(100) which are installed on the floor of a domed section, pulling members(200) which are installed on the top of the vertical supports, a dome side molding form(300) for molding the lateral side of a dome, a dome top molding form(400) which is raised and lowered by the pulling members, and a jack support(500) which is vertically installed on the floor of the domed section and supports the bottom of the dome top molding form raised by the pulling members up to the forming position.
