A procedure for accessing an unregistered CSG cell by a mobile station device is regulated, and the procedure according to the regulation is carried out.  A small base station device applied to a mobile communication system receives a call request message containing a user identifier and priority information from a camping mobile station device, determines whether to permit the call request of the mobile station device according to the user identifier and the priority information, and transmits the result of the determination to the mobile station device.  When the user identifier contained in the call request message of the mobile station device shows that the mobile station device is a registered mobile station device, the call request is permitted.
