The device has a buckle (2) formed horizontally. The buckle forms an open ring perpendicular to a heel in a compression direction to form a stop that is plated against top of a stopper (5) to stop progression of a spiral at a distance. The distance is defined such that position of the lever defines a sufficient distance between an axle (6) of a lever (7) and top of neck (8) of a bottle (10) to place another heel (11) of the lever on the top of the neck without placing the lever too near to the neck of the bottle.
