The device has a cylindrical filtering block (32) arranged between circular or oblong rear and front rigid parts (31, 33), along a direction (DD') of a steering column (20) of a motor vehicle. The filtering block is made of elastic material i.e. rubber, where the elastic material has adequate stiffness for preventing the disturbance of driving operation, and better flexibility for filtering noise and vibration caused by the steering column. The front rigid part has a ribbed orifice that is adapted to the steering column. An independent claim is also included for a steering column and steering wheel assembly for a motor vehicle, comprising a noise and vibration damping device.
