PROBLEM TO BE SOLVED: To provide an LED lighting device that reduces power consumption in case of the occurrence of an open failure in at least one of a plurality of serially connected light-emitting diodes, and to provide an LED lighting method. SOLUTION: The LED lighting device 1 includes sidacs S1-Sn and pulse transformers PT1-PTn respectively disposed in pairs with the light-emitting diodes LED1-LEDn (n is an optional integer satisfying n≥5). The anode of a light-emitting diode LEDq is connected with one end of a sidac Sq (q is an optional integer satisfying 1≤q≤n), and a cathode of the light-emitting diode LEDq is connected with the other end of the sidac Sq via a primary winding Aq of a pulse transformer PTq.
