PROBLEM TO BE SOLVED: To provide a method for suppressing electrostatic discharge generated at the interfaces, when two materials in a joined state is peeled or separated. SOLUTION: When a functional polymer membrane fabricated on a glass substrate is peeled, or when a film for information appliances, which is rolled, is rolled out, on original electric double layers generated on peeled surfaces or separated surfaces, electric-double layers 8 and 9, having an opposite polarity are superimposed by an external action, so that an effective value of composited double layers becomes small, and accordingly, the electrostatic discharge at peeling or separation is suppressed.
