PROBLEM TO BE SOLVED: To provide a toilet seat unit configured to fully and reliably prevent intrusion of a liquid into a toilet seat, and to provide a sanitary washing system with the same. SOLUTION: The toilet seat 400 is configured such that the inside joint portion 410a and the outside joint portion 410b of the upper casing 410 are joined onto the inside joint portion 420a and the outside joint portion 420b of the lower casing 420, so as to interpose the inside sealing member 430a and the outside sealing member 430b between them, respectively. The inside sealing member 430a and the outside sealing member 430b are formed of a closed cell body having an apparent density of not less than 50 kg/m<SP>3</SP>and not more than 200 kg/m<SP>3</SP>. The inside sealing member 430a and the outside sealing member 430b are compressed at a compression rate of not less than 10% and not more than 50% by the upper casing 410 and the lower casing 420, where the upper casing 410 and the lower casing 420 are joined together.
