<P>PROBLEM TO BE SOLVED: To provide a communication control device, a communication control method, and a communication control program for decreasing a load applied to a band without deteriorating the quality of a moving picture when the band of the network is decreased. <P>SOLUTION: When receiving an I-picture from a transmission source device, an MCU determines whether or not a band of a network with the transmission destination device is decreased (S4). When the band is decreased (S4: YES), the MCU decodes the received I picture once and generates decoded reception data (S8). With data of an image transmitted to the transmission destination device prior to image data of the received I picture as reference data, the MCU newly generates a P-picture from the decoded reception data (S13).
