PROBLEM TO BE SOLVED: To optimally design a fluid heating device, reducing size and cost. SOLUTION: The fluid heating device includes a combustion device for burning fuel to generate thermal energy and a heater 1 for heating fluid by the thermal energy from the combustion device. Part or all of the heater 1 includes a plate formed by laminating plates 4 with clearances, and heating parts 2 and heated parts 3 are constituted so that fluid and heated fluid having thermal energy are made to alternately flow in the clearances of the plates 4 to heat the heated fluid. As one example, the combustion device is constituted so that fuel is burned horizontally, thermal energy is made to enter the plate horizontally and the heated fluid is made to enter from the lower side and flow upwardly.
