PROBLEM TO BE SOLVED: To provide a battery controller and an electric power unit wherein even though a system for transmitting abnormality signals gets out of order, the occurrence of an abnormality can be detected from a high-order controller. SOLUTION: A direct-current power supply system 1 includes a cell controller 80 that diagnoses battery cells BC1 to BC4 and outputs a one-bit abnormality signal indicating the result of the diagnosis, an encoder 30 that encodes the abnormality signal into a converted abnormality signal that varies with time regardless of whether or not the abnormality signal varies and outputs it, and a battery controller 20 that transmits the abnormality signal and the converted abnormality signal to a higher-order controller 110.
