PROBLEM TO BE SOLVED: To provide an organic electroluminescent (EL) element suppressing a view-angle dependence of a top-emission type organic EL element, and to provide a method of manufacturing the same. SOLUTION: The organic EL element includes a first electrode, a second electrode opposed to the first electrode, barrier ribs dividing the first electrode for each pixel, and a light emission medium layer sandwiched between the first electrode and the second electrode containing at least an organic luminescent layer and a carrier injection layer formed between the first electrode and the organic luminescent layer on a substrate. In the organic EL element and a display panel, the pixels include at least a first pixel giving a first luminescent color and a second pixel giving a second luminescent color, and the first electrode of the first pixel has the first pattern, of which, the film thickness distribution varies in multi-steps, while, the first electrode of the second pixel has the second pattern, of which, the film thickness distribution varies in multi-steps different from that of the first pattern.
