The device has a regulating and/or evaluating unit (13) controlling a transfer element (12) e.g. digital to analog converter. The element supplies voltage to a left bridge section (10a) that is not provided without a heating element (6). The voltage is combined with another voltage lying at a right bridge section (10b) containing the heating element. The unit determines flow rate of medium flowing through a pipeline by using electric power withdrawn by the heating element and temperature of the medium determined by a temperature sensor (5).
