PROBLEM TO BE SOLVED: To provide a new and on-demand surface-emitting body capable of, by using LED elements, uniformly illuminating as a whole even when a channel letter signboard having light-emitting surface different from one signboard to another, and to provide an inside-illuminating type sign that has the body incorporated. SOLUTION: The surface-emitting body 1 includes a substrate 11 having electric wiring 12, and a plurality of LED elements 13 arranged facing the substrate 11; the electric wiring 12 is formed on the substrate 11 by ink-jet printing; and several of the plurality of LED elements 13 are arranged along the profile line of the light-emitting surface.
