PROBLEM TO BE SOLVED: To provide a communication system capable of surely acquiring the safety information of a resident in each house of a collective dwelling. SOLUTION: In each house of the collective dwelling 100, there are installed a measuring instrument 20 and a measurement information collecting device 30 constituting an in-house network. The measurement information collecting device 30 and a survival information collecting device 40 of each house constitute an entire network. The measurement information collecting device 30 acquires measurement information 72 from the measuring instrument 20 installed in the same house and collects survival information. The survival information collecting device 40 requests the transmission of the survival information, thereby transmitting the survival information from the measurement information collecting device 30 to the survival information collecting device 40.
