PROBLEM TO BE SOLVED: To control a communication area to which a radio wave is to be sent, in response to a distribution area request for each service. SOLUTION: In response to a data transmission request from a service application, a radio base station acquires a distribution target area corresponding to the service application, selects a directional antenna having a communication area corresponding to the acquired distribution target area, and its transmission power from among communication areas of directional antennas to be connected and transmits data corresponding to the data transmission request from the service application using the selected directional antenna and the selected transmission power.
