PROBLEM TO BE SOLVED: To efficiently balance loads between frequency bands by correcting the balance of the loads between the frequency bands. SOLUTION: The communication system includes the mobile station device 1 and the base station apparatus 3A, and performs load balancing for distributing the loads for the respective frequency bands allocated to the mobile station device 1. When the load balancing is required in a specified frequency band, the base station apparatus 3A transmits paging in which a load balancing index indicating the execution of the load balancing is set to the mobile station device 1 in a standby state (S404). When the load balancing index is set in the received paging, the mobile station device 1 in the standby state sets again a parameter required for executing cell reselection and executes the cell reselection using the reset parameter (S405).
