PROBLEM TO BE SOLVED: To provide a device for beforehand transmitting to a calling person a response message that telephone conversation will be recorded, before start of telephone conversation by connecting a generally used telephone. SOLUTION: In a telephone response message transmission device connected between a telephone line and a telephone set, provided are: a response message recording means in which a response message that telephone conversation will be recorded, is recorded; an incoming call detection means for detecting an incoming call from the telephone line; a response message sending means for calling the response message from the response message recording means and sending the message to the telephone line in the case where the incoming call detection means detect an incoming call; an off-hook state detection means for detecting an off-hook state of the telephone set; and a line switching means for switching to connection between the telephone set and the telephone line in the case where the off-hook state detection means detects that the telephone set is in the off-hook state.
