PROBLEM TO BE SOLVED: To facilitate providing a biaxial birefringent material at low cost, which is superior in durability and properly compensates for an optical retardation of a liquid crystal element without being combined with other elements. SOLUTION: In a method of manufacturing a biaxial birefringent material by oblique deposition of an inorganic material on a substrate, a direction in which the deposition material flies to the substrate is varied, and also this direction is varied oscillatorily within a range of a prescribed angular amplitude when the inorganic material is deposited on the substrate by oblique deposition.
