PROBLEM TO BE SOLVED: To provide an abnormal rainfall detecting method and an abnormal rainfall detecting system which promptly detect an abnormal increase in a rainfall amount flowing into a combined sewage during a concentrated local heavy rain. SOLUTION: A change per unit hour in the state quantity of gas is measured in all times in a manhole communicating with a main line between predetermined sections of the combined sewage, and an increase amount per unit hour of the flow amount flowing in the main line during a rainy day is estimated based on the measured result.
