PROBLEM TO BE SOLVED: To provide a developing device capable of suppressing variation in density of an image formed on a latent image carrier when a crest value of a pulse voltage is varied, and an image forming apparatus including the developing device. SOLUTION: In the developing device having: a toner carrier having a plurality of electrodes; a toner supply means of supplying a toner to a surface of the toner carrier; and a hopping electric field generating means of generating an electric field for hopping the toner by applying the pulse voltage to the plurality of electrodes, the hopping electric field generating means comprises: a pulse voltage generating circuit; a first power source as a variable-output-level DC power source adapted to supply a bias to the pulse voltage generating circuit and floated over an electric ground; and a second power source as a variable-output-level minus DC power source provided between a low potential side of the first power source and the ground, and is configured to control the crest value of the pulse voltage by varying the output level of the first power source, and also to control an average value of the pulse voltage by varying the output level of the second power source.
