PROBLEM TO BE SOLVED: To provide a mandrel for manufacturing a foam sheet which is capable of easily changing the sheet width, and an apparatus and a method for manufacturing a thermoplastic resin foam sheet using the same. SOLUTION: In the mandrel for manufacturing the foam sheet, molten mixture of a resin and foaming agent melted and mixed in an extruding machine is extruded and foamed in a low-pressure area through a die mounted on the extruding machine, intermediate foam obtained by the foaming is stretched along an outer surface of the mandrel to manufacture the thermoplastic resin foam sheet. The mandrel for manufacturing the foam sheet has an outside diameter changing part on which a plurality of movable pieces moved by a driving means in an advancing/retracting manner along the radial direction of the mandrel are continuously provided along the circumferential direction of the mandrel.
