PROBLEM TO BE SOLVED: To easily measure the composition ratio of a plurality of volatile organic solvents and the concentration of solutes in ink containing the plurality of volatile organic solvents and the organic solutes. SOLUTION: The ink managing apparatus 100 for managing the ink of a solution prepared by dissolving the organic solute in a mixed solvent of two kinds of the volatile organic solvents includes an absorbance measuring part 110 for measuring the absorbance of the ink, a refractive index measuring part 120 for measuring the refractive index of the ink, and a determining part 130 for determining a material to be added into the ink in the two kinds of the volatile organic solvents and the organic solute. The determining part 130 has a calculating part 131 for calculating the composition ratio of two kinds of the volatile organic solvents and the concentration of the organic solute and a material determining part 133 for determining the material to be added so that the composition ratio and the concentration calculated in the calculation part 131 is close to the previously fixed reference standard value.
