PROBLEM TO BE SOLVED: To equalize execution loads of programs each having a different execution period, and to achieve efficient scheduling. SOLUTION: The scheduling method for setting execution schedules of at least two programs each having different execution period includes steps of: allocating an execution start point of the program having the longer execution period to any scale value of a scale that divides a schedule period for setting the execution schedule for each first interval; developing the execution start point to any scale value of the scale that divides the space from the scale value where the execution point is allocated to the next scale value, for each second interval; and converting the scale value of the developed execution start point into the scale value of the scale that divides the schedule period for each second interval.
