PROBLEM TO BE SOLVED: To provide a coating material with an air cleaning function that efficiently eliminates NOx and a volatile organic compound (VOC) in the atmosphere, a paving method using the coating material, and a road constructed by the paving method. SOLUTION: The coating material with the air cleaning function contains cement, a photocatalyst, a filler, a volatile organic compound adsorbent and water and is applied to the surface of a paved road. The volatile organic compound adsorbent is mixed within a range of 2-15 mass% in the coating material. The paving method includes a step of coating the paved road surface with the coating material.
