<p><P>PROBLEM TO BE SOLVED: To accurately estimate power to be generated and improve fuel economy for power generation while coping with power demand. <P>SOLUTION: Maximum supply power and power cost of a waste heat power generation system 5 and maximum supply power and power cost of other power supply sources are respectively calculated. Allocation of power to be requested to each power supply source is determined so that each power supply source can supply power in a range up to its maximum supply of power while giving priority to power supply sources with lower power cost for the power demand.
