PROBLEM TO BE SOLVED: To accurately calculate a path loss of an upload channel after a random access procedure is finished. SOLUTION: This radio base station eNB includes: a path loss calculating unit 25 that calculates a path loss PL on a PUSCH based on maximum transmittable power P<SP>TX</SP><SB>MAX</SB>, UPH, the number of resource blocks M<SB>PUSCH</SB>, an offset valueΔ<SB>TF</SB>(TF(i)) corresponding to a transmission format, and a transmission power determination parameter P<SB>0_nominal_PUSCH</SB>that is shared among cells; and a transmission unit 23 that sends a transmission power offset value P<SB>0_UE_PUSCH</SB>specific to a mobile station to a mobile station UE by using an RRC message after the random access procedure is finished. When the random access procedure is finished, the transmission unit 23 sends a transmission power offset value P<SB>0_UE_PUSCH</SB>specific to the mobile station which includes a value different from the transmission power offset value P<SB>0_UE_PUSCH</SB>specific to the mobile station which has formerly been sent.
