PROBLEM TO BE SOLVED: To normally transmit user data by correctly identifying PDCP (Packet Data Convergence Protocol) SDU (Service Data Unit) to be re-transmitted and PCDP SDU to be abandoned by using PDCP status report transmitted after handover. SOLUTION: A determination part 108 receives control information indicating a sequence number of head data among data that are not received by a receiver when performing handover, determines data corresponding to the sequence number shown in control information from the head data among data whose transmission confirmation is not finished to tail end data among data which are transmitted before handover when the control information is received. A transmission instruction part 107 instructs transmission from the head data among data whose transmission confirmation is not completed to data equivalent to one cycle of sequence number, and does not instruct data transmission after the data equivalent to one cycle of the sequence number from the head data among data whose transmission confirmation is not finished.
