PROBLEM TO BE SOLVED: To provide a belt cleaning device, having excellent removal efficiency of removing residual toner, and more efficiently removing foreign matter such as paper dust, talc and kaolin adhering to a cleaning means, which is more difficult to remove than the residual toner, from the cleaning means, to form a high-grade image over a long period of time. SOLUTION: In this belt cleaning device 60, when a cleaning blade 601 abuts on the outer peripheral surface of an intermediate transfer belt 311 to remove the residual toner, a power supply 605 applies alternating current voltage to an electrode member 604 to vibrate the intermediate transfer belt 311 through a blade support member 603.
