<P>PROBLEM TO BE SOLVED: To redress load imbalance among sectors by adjusting a sector angle of each sector and improve cell throughput because there is a possibility in which when the load imbalance among sectors in the same cell occurs, the throughput of the whole cell is reduced. <P>SOLUTION: A wireless base station acquires a usage and the number of connected users of each sector, acquires positional information and the usage of a connected wireless terminal, and performs a sector angle adjustment process when a predetermined degree or more of imbalance among sectors occurs with respect to the usage and the number of connected users. At that time, before actually adjusting the sector angle, a load condition of each sector after sector adjustment is calculated from the acquired positional information, usage, and the like of the wireless terminal. It is determined in advance whether to adjust the sector angle and what is a suitable degree of adjustment when the adjustment is made.
