PROBLEM TO BE SOLVED: To provide: a lithium ion secondary battery having good discharge rate characteristics and cycle characteristics; a vehicle and a battery mounting device mounting the lithium ion secondary battery; and a positive electrode plate used in the lithium ion secondary battery.

SOLUTION: The lithium ion secondary battery 1 includes: the positive electrode plate 20 having a positive electrode active material layer 21 containing first active material particles 22 and second active material particles 24 having a smaller average particle size than the first active material particles 22; a negative electrode plate 30; a separator 50; and an electrolyte 60. A first oxide material 23 is attached on the first active material particles 22. A second oxide material 25 is attached on the second active material particles 24 by an amount by which insertion and removal of the lithium ion is not relatively facilitated or is suppressed rather than is facilitated in regard to the first active material particles by the first oxide material.
