PROBLEM TO BE SOLVED: To provide an apparatus, system, method and program for determining an influence rate of a broadcasted program based on a real action of a user. SOLUTION: The apparatus for determining influence rate 20 includes a program information obtaining part 23a for obtaining program information, a program content specifying part 23b for specifying a position broadcasted in a program and a broadcasted time of the program based on the program information obtained by the program information obtaining part 23a, an index change degree obtaining part 23c for obtaining congestion change degree indicating change of a congestion degree within a predetermined period in an objected area, and an influence rate determining part 23d for determining the influence rate of the program based on the position broadcasted in the program specified by the program content specifying part 23b, the broadcast time of the program, and the congestion change degree obtained by the index change degree obtaining part 23c.
