PROBLEM TO BE SOLVED: To provide an image processor, an image processing method, and an image forming apparatus, which prevent deterioration of an image by variable power processing when writing with higher resolution than that of an input image is performed. SOLUTION: The image processor has: a correction means for performing variable power correction for a high resolution image converted into writing resolution which is higher resolution than input image resolution of the input image, by adding or deleting a pixel group, which consists of a plurality of pixels continuing in a main scanning direction or a vertical scanning direction, and has the number of pixels equal to or less than the number of pixels equivalent to one pixel of the input image resolution in the writing resolution, in a position over the boundary of pixels in the input image; and an image writing means for writing the high resolution image for which the variable power correction is performed.
