PROBLEM TO BE SOLVED: To provide: an emulsion for forming a silicone oil composition comprising crosslinking silicone particles and an organopolysiloxane having at least two alkenyl groups in one molecule; and a crosslinkable silicone composition capable of forming a silicone crosslinked product in which the crosslinking silicone particles are uniformly dispersed. SOLUTION: The emulsion of the silicone oil contains the crosslinking silicone particles in a silicone oil liquid droplet dispersed in water, wherein the silicone oil is the organopolysiloxane having at least two alkenyl groups in one molecule, and the crosslinking silicone particle is formed by a hydrosilylation reaction. The crosslinkable silicone composition comprises (I) the silicone oil composition obtained by removing water from the emulsion, (II) the organopolysiloxane having at least two silicon atom-bonded hydrogen atoms in one molecule, and (III) a catalyst for the hydrosilylation reaction.
