An optimization function determining means (32) determines an optimization function, having candidates of the image to be restored as a variable, of which value decreases as the candidates of the image to be restored are closer to a true image to be restored by using the conditional probabilities calculated by the conditional probability calculating means (31) for each region of the degraded image in terms of the attributes, prior knowledge set as a conditional probability of appearance of an attribute in a region of the candidate of the image to be restored when the attribute exists in the region, and the input degraded image. An image-to-be-restored determining means (33) determines a candidate of the image to be restored that minimizes the value of the optimization function as the image to be restored.
