PROBLEM TO BE SOLVED: To provide a charge control device that prevents a secondary battery from being charged too much or too little. SOLUTION: The charge control device includes a voltage detection means that detects the voltage between the terminals of a secondary battery, a charging time measuring means that measures charging time for the secondary battery, and a charger 102 that compares the voltage between the terminals with a predetermined threshold voltage and controls charging power to the secondary battery.
