PROBLEM TO BE SOLVED: To improve communication efficiency by detecting a maximum capacity of a retransmission buffer of a counter device. SOLUTION: A transmitting component 10 includes: a retransmission buffer for holding a data packet to be transmitted as a data packet for retransmission; and a retransmission buffer management part which assigns a management number to the data packet to be transmitted. A receiving component 20 includes: a correctness determining part which receives a data packet from the transmitting component 10 and determines rightness of the data packet; and an acknowledgement response-transmitting part which transmits to the transmitting component 10 at a prescribed interval a positive response indicating an approval of the data packet or a negative response indicating a rejection on the basis of the determination result. The receiving component 20 transmits a data packet to the transmitting component 10 and, without performing any positive or negative reception response for retransmission, estimates a maximum capacity of the retransmission buffer of the transmitting component 10 on the basis of retransmission of a data packet.
