PROBLEM TO BE SOLVED: To convert a structure of a code stream obtained by coding an image.

SOLUTION: An image code conversion apparatus has: an additional data analyzer that analyzes a structure of a first data row consisting of code data obtained by coding a plurality of divisional images obtained by dividing an image independently, and additional data; a code data re-arranging part that re-arranges the code data of the plurality of divisional images coded independently in an alignment of code data when coding an image as a divisional image of a dividing number smaller than that of the first data row, based on a structure of the first data row analyzed by the additional data analyzer; and an additional data updating part that generates additional data to be added to the code data rearranged by the code data re-arranging part, and configures a second data row from the rearranged code data and the generated additional data.
