PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus that properly transfer toner on a developer carrier to a latent image on a latent image carrier, and prevent scumming. SOLUTION: An electrode 505 is provided between a regulating blade 43 and a developing region, with a predetermined gap to a surface of a developing roller, in order to distribute the toner on a developing roller. A regulating blade side of the electrode 505 is defined as a low resistance section 505a, and a developing region side is defined as a high resistance section 505b. Thus, an electric field between the developing roller 41 on the developing region side of the electrode 505 and the electrode 505 is made weaker than the electric field between the developing roller 41 on the regulating blade side of the electrode 505 and the electrode 505.
